This is an outright lie created by transphobes. The guidance says you can call people mother and father if they wish, but to be mindful some people might not use these terms so to use parent instead. [Link] It’s a total non starter.

The guide has been taken out of context; as stated on Page 39: "If trans parents have a preferred specified gender role, such as ‘mother’ or ‘father’, this should be respected. If unsure, it is more inclusive to use ‘parent’", and so doesn't necessarily apply to every parent [Link]

It is correct based the fact that the majority of father and mother do not want sexual context in the education of theirs children and that they want to be called and monther. They still are more than 95% of parents who are heterosexuals. 97% according to NIH.gov [Link]
