Trump didn't raise the debt by 40%. During the Trump admin, the national debt rose by $7.8 trillion. That addition is 24.8% of the current $31 trillion national debt. $3.7 trillion of added debt during the admin was Covid relief measures passed with bipartisan support. [Link]

Re snopes article: if 25% of current debt was incurred under trump, then that reflects a 33% increase from previous. "Nearly 40%" may be exaggerated vs 33%, but this isn't flagrantly misleading in the way that needs a nitpicking note.
