NNN. The tweet makes no claim of when it happened and proposed note doesn't actually give an answer...And trust me, I WANT a note on this video, it is unsettling but no one can PROVE/DISPROVE anything.

One possible explanation would be the bird wings flap rate is exactly equal to frame rate of the camera recording device. This can be further explored at this link where the chopped appears to be stationary as the rpm of the wings= frame rate of camera. [Link]

Shouldn't use community notes to correct a speculation with another speculation. As far as I've been able to find, this mystery was never solved, thin wires was just a theory. [Link] [Link]
