It is somewhat true.. if you have a look for example st the belgian drinking age, it says 16 but that is only for beer and wine. Spirits are 18. [Link]

Alcohol in Germany: 14-15y: Legal under the supervision of a legal guardian, e.g. parents. Otherwise not permitted. 16-17y: Beer, wine, sparkling wine may be purchased/consumed. No free purchase/consume of high-proof alcoholics. 18+y: Any Alcoholic beverages. [Link]
