This idea isn't new and usually the idea is the first day of the year becomes a special day, thereby the math would check out. Either way as this is supposed to be fun, I don't think a CN is required. [Link]

28x13 = 364… This is one day off from the actual number of days in a year. We cannot fix this with a leap year because it would have to be every year. Furthermore, the leap year would make one month unequal and start the month on a different day every year [Link]

The IFC comprised 13 months of 28 days. The benefit of the new calendar was uniformity. Each month would start on a Sunday and end on a Saturday [Link]
