NNN. Newsom is referring to the overall tax burden, as a % of income, of those living in or near poverty. Since state sales taxes are regressive, the tax burden is highest on the the lowest earners. [Link]

Taxes in California are more equitable than Florida or Texas according to ITEP; however, nationwide there is no correlation between Red and Blue states (i.e. Washington is least equitable). California still has a higher effective tax rate than both Florida and Texas. [Link] [Link]
