Aside from the xenophobic tone, neither can an authoritarian government's repression be a testament of a whole international culture, nor is the Syrian war a mildly appropriate example of the note's aim, as it has been one of the most internationalized conflicts since WWII. [Link]

NNN. The proposed notes are not helpful or related to the way that mass death of children is viewed culturally. Acknowledging wars and genocides is not in conflict with the OP and is not relevant. Globally, children are mourned by their parents.
