This is a tricky semantics question. They say Fortnite will return on IOS in Europe, while it would only return in EU countries. "In Europe" Does not necessarily mean "all European countries", though.

Unfortunately, Fortnite will be only available to EU users, this doesn’t change the fact that players outside the EU won’t be able to play Fortnite on the iOS platform.
