1. There's no problem to buy starlink terminal from smugglers 2. Starlink availability map shows it is accessible from number of russia-occupied territories, i.e Melitopol, Tokmak, Kakhovka, so seems there's no problem using starlink there after acquiring terminal somewhere [Link]
