Update to manifest v3 does severly handicap adblock addons capability to block ads by restricting any and all updates to their list to google approved. While it is true that AdBlockers will be limited they will not be disabled. uBO will indeed not work properly in the manifest-V3 however uBOL will work and is only partly limited.
