It’s more accurate to say, according to the note’s own source, “At best, the evidence linking masturbation with changes in testosterone levels is limited and with mixed conclusions.” Also, the 45% increase did occur but was short-term. [Link]

The article mentioned as "outdated" was retracted because the contents had 'significant overlap' with a different article in the journal. [Link] Therefore the argument that it is somehow not valid because of this is faulty. That article describes a testosterone peak after 7 days.
