It is NOT a "terrorist attack". Governor said the ship's mayday enabled officials to limit traffic on the bridge before the crash. Terrorists don't typically try and prevent deaths. FBI has also confirmed that there’s NO evidence of a terrorism. [Link]

It is impossible to say whether or not this was a cyber related attack this soon after it happened. Taking over a ship’s propulsion or navigation system is a proven capability by nation states. It can take months for forensic analysis of the ship’s system to be completed. [Link]
