"Free" in this context is in reference to the person obtaining the contraceptives, and not the government which finances the program. This I think is obvious to most readers and no contextual notes are required. Do not use community notes for political posturing please. [Link]

NNN - "free" means without cost or payment. Trudeau is right. claiming they aren't because contraceptives will still cost something to produce is wrong. if that was the case nothing would ever qualify as "free". the word would have no meaning. [Link]

There is no legislation that provides for free (or government funded) contraception. The legislation the OP references does not make contraception free to the consumer. It only talks about looking into potentially making it free one day in the future. [Link]
