The Paycheck Protection Program (PPP) was legislation passed in a bipartisan vote and signed by the president. It had an explicit forgiveness mechanism built into the law. These things are not comparable. [Link]

@WhiteHouse is making an intellectually dishonest comparison here: the objection to loan forgiveness is based on the violation of Appropriations Clause. Biden not only lacked Congressional approval to spend $150B. He lost a court case on this. [Link]
