Incorrect/misrepresentation. Bill C-63 has definitions for online harms, targets speech likely to incite hatred or violence and has still not passed into law. Under the "Continuous Communication" section of Bill C-63: "For the purposes of subsection (1), a person communicates or causes to be communicated hate speech so long as the hate speech remains public and the person can remove or block access to it."
