That is NOT what the study says. The study referenced is based on a partisan phone survey and NOT based on voting registration records. That survey is cited in other papers as poor survey techniques other papers that use better techniques to determine non-citizen voting. [Link] [Link] [Link]

According to the researchers who collected the data, this "study" comes to an erroneous conclusions. Based upon their data, those researchers conclude "there were essentially zero non-citizens who voted in recent elections". [Link]
