The neighborhood in the picture is called Urca and was landfilled 1922 to allow the construction of more houses, so it's not related to the sea levels. [Link]

NNN: The area in question is home to a lot of tourism and thousands of years ago was not inhabited by human beings so clearly... sea levels don't relate to what I'm saying either. Stop abusing CM.

Unless an old picture was taken at very low tide, it is easy to take a modern picture that matches the same sea level. Global mean sea level rose about 0.20 m (8 inches) from 1901–2018 [Link] The difference between high and low tide in the open ocean is about 0.6 m (24 inches) [Link]
