Yes he did. Prior to Trump, they had to renew funding constantly. Trump did sign the bill giving the HBCU's more funding than ever in history. [Link]

His claims that no one else would fund them, no one ever thought of it, and no one else did it, are blatantly false. It was his administration that caused much of the chaos in getting the bill passed in the first place. He signed it. Period. He did nothing else. [Link]
