NNN, your explanation for why the note appears on the images could simply be a comment. OP is correct that the community note appears when that image is posted, regardless of the text.

CN is needed The OPs comment 'users discovered' plus the wording of the sentence implies the existence of some hidden feature, which it's not. There is nothing to 'discover', if the feature is described in the Documentation of the Service you are using. [Link]

For context, when a Community Note says “added context to THIS IMAGE”, it means a note has been associated with a specific image and will pop up everytime a tweet with said image is posted. [Link]

NNN If a picture is uploaded with unfitting text, should that be always CN:ed? If the text is not connected or related, why should it be CN:ed? If yes, almost every meme, picture should be then, if you think about it.
