The ban stems from rules introduced in 2012 that allowed councils to ban flags on the grounds they could distract other drivers. Both the London Mayor and the Prime minister at the time (2012) were Conservatives. Misleading to suggest this is due to actions of Sadiq Khan. [Link]

Rules on displaying flags on vehicles have been in place since 2012, introduced by the Conservative-LibDem coalition government. These rules were implemented in London by TfL, while under the control of the Conservative mayor Boris Johnson. [Link]

The regulations are not a ban on England flags, but a blanket ban on signs and advertising on black cabs that could be deemed "distracting". [Link] Sadiq Khan, while the current Mayor of London, did not introduce the regulations on signage. Boris Johnson introduced them in 2012. [Link]
