Burning paper itself doesn’t increase weight. At around 10 seconds into the video, hidden steel wool burns, producing heavier iron oxide. This explains the weight increase. [Link] [Link] [Link]

Above notes not needed and incorrect. It is likely in grams, that's not a "1.7" that's a 17. The weight is due to steel wool being in the paper causing an iron oxide reaction. [Link]
