The chance of rain is intended to describe the percentage chance that it’s gonna rain at any one point within the forecast area. The calculation includes not just coverage, but also the forecaster’s level of confidence that rain may develop or move into the forecast area. [Link]

This is false. The chance of rain is the liklihood that .01 inches of rain will fall in a specific area. If they say there is a 20% chance of rain in New York City then there is a 20% chance that New York City will receive .01 inches of rain. [Link]
