This is false. The chance of rain is the liklihood that .01 inches of rain will fall in a specific area. If they say there is a 20% chance of rain in New York City then there is a 20% chance that New York City will receive .01 inches of rain. [Link] NEEDS_MORE_RATINGS(1-0-0) Author
