Sam Fowles is conflating the issue of grooming gangs with the much more prevalent issue of child sexual exploitation. This is misleading. The same report (pg 33) clarifies that: “White British defendants were more likely to be prosecuted for image offences… and these offences were more likely to result in a conviction”.
