Note Needed: The Trump campaign licensed the usage of the song through BMI’s SongView service. The Foo Fighters may disavow the usage of the song, however they have no legal ground to dispute it as BMI distribute the license, not the band directly. [Link]

partially correct: The campaign needs 2 licenses : PRO license ( Public Performance for venues) & Sync license to record audiovisual & distribution of the recording, which requires a Pub & Master right Sync License which can ONLY be approved by writers & performers [Link]
