Contrails form with a specific combination of pressure, temperature, and humidity, which vary significantly with altitude. ATC require aircraft to be vertically separated by 1000 feet, the lower aircraft has not attained the height where contrail can form. [Link] [Link] [Link]

Contrail formation requires cold temps/low humidity, found at the cruising altitude of commercial jets. Turboprop planes fly lower, in warmer air where contrails are less likely to form. Jets/planes can appear to be in the same area but only one leaves a contrail. [Link]

Contrails are actually rare on newer planes and when they form it is at an altitude of 40k feet. It is very easy to use flight tracker and check what altitude each craft is flying. contrails are believed to contribute to global warming. [Link] [Link] [Link]
