Crimea is Ukraine. [Link] [Link] [Link] Musk in Sept 2023 claimed Ukrainian use of Starlink was turned off near Crimea in Sept 2022 to “avoid escalation,” not because of US sanctions on Russia. [Link] [Link]

NNN - The post does not claim Crimea isn't part of Ukraine. Instead, it highlights that Starlink is restricted in Crimea due to sanctions. Russia's occupation complicates its use, but this doesn't change Crimea's status under international law. [Link] [Link]

[Link] Crimea is not, and has never been considered part of Russia by the US government and thus operating or restarting the service (especially at the behest of the Ukrainian government ) would not have violated any “sanctions against Russia” or been a felony on those grounds.

I have to take a training on export sactions every year. I can only say that what Musk states ist factually correct. I have to sign each time that I'll ensure that no service are provided to anything residing on Crimea and Sevastopol or to anything having operations there.

Providing technology services to the Crimea region (regardless of beneficiary) is currently under sanction as per EO 13685: [Link] Musk had previously stated the request was not granted by him due to fears of escalation, not sanctions: [Link] The Wired article has since been updated.
