It is the poster's personal interpretation of what Hillary Clinton said which is very broad where she suggests "Americans who are found to cooperate such as in 2016" One valid interpretation of that is that anyone who she thinks falls under that category could be jailed. [Link]

NNN. I watched full clip on MSNBC's site, and the shorter one here is not misleading or out of context. Hillary is using alleged Russian interference as the basis, but she also talks about "Russian talking points," which can be any American's opinion that may coincide with RU's.
