The graph is misleading. While China is increasing higher than others, the base starts from a different point. [Link] Eg. If the base from on country is 10 and the other is 1, an increase of 10% on the first compared to a increase of 200% on the second is unfair.

NNN - The chart clearly displays the increase or reduction of emissions. Hence the OP is right asking the question why the players with the reductions in GHG emssions are actually the most targeted.

This graph is misleading as it doesn't take into account historic emissions and development curves. Historically for instance, India has committed only upto 4% of global emissions. [Link]
