Op claim that it's not 218k, its 100k or somewhere around. But, the imp part is the ability to vote, whether 1 or 1 Mil, each vote counts. For eg Bush vs Gore flo election, where slight vote here and there could transform result. Remember it's not about number, it's about message

Arizona changed its system to reject those using drivers' licenses issued before October 1996 to be valid proof of citizenship, roughly 2.5% of all registered voters, as full-ballot voters. It is those who are now being allowed to vote again. [Link]
