Scientists can absolutely explain this. The stairs are made out of limestone. They're mostly worn down, and the "melted" effect is because rainwater has dissolved the limestone. [Link]

The phenomenon is well-known in geology. Rainwater that falls on limestone and seeps through the rock becomes saturated with calcium carbonate, causing the limestone to dissolve. This is the same process that creates stalactites and stalagmites. [Link]
