Elon’s interpretation is correct. As in all countries with a left-wing government, public opinion in Germany is also heavily influenced by a media apparatus that is controlled by the government. You can read more on how biased the german media outlets are here: [Link]

ZDF is often known of broadcasting biased left-wing news. The survey sources is unclear. “In representative surveys, the “Politbarometer” - together with the Forschungsgruppe Wahlen - determines the attitude of Germans towards parties, politicians and the current agenda.” [Link]

Public funded media are not state propaganda. The idea of public funding is to guarantee the media's independence, e.g, from South African oligarch money or other foreign influence. [Link]
