NNN. The basic claim of the original post is correct, designers made graphics for the most common display the games were played on, CRTs are no longer commonly used. Other old games being designed for LCDs due to platform does not negate most old games being designed for CRTs.

Not all display technology nor video connector standards are the same for the players and developers. There are also Arcade games that have pixel art which doesn't use the Composite/RF cable. [Link]
