As it relates to Virginia, "non-Citizens" were identified by either answering or not answering a citizenship question on their registration. They were given 3 opportunities to cure it. The only people removed self-identified as non-citizens. President Trump is correct per: [Link]

The NVRA does restrict purging of rolls of to a specified set of cases in the 90 day period before an election. However, it does come down to interpretation of the comma in (3) (B): "as provided by State law, by reason of criminal conviction or mental incapacity; or" [Link] [Link]
