Notes referring to west Virginia as similar to Oklahoma are correct but do not change the point made by OP. WV is ranked similarly to OK and so the point is moot. 48th in education 48th in health care 48th in low poverty 49th in test scores. [Link] [Link]

The top note is absolutely needed. OP contains a false claim that is central to the point being made. Comparing West Virginia to Hawaii would totally undermine the misleading point being made. [Link]

Note is pedantic and misses the underlying point. All the other uniformly republican states listed have similarly poor rankings in health, education, poverty, and quality of life to Oklahoma, and the other uniformly democratic states all rank highly on these measures.
