Starmer is referring to a finding in a report on spiking by the home affairs committee in 2022 which, following police and stakeholder feedback, recommended making spiking it's own criminal offence to make it easier to record, report, and prosecute. CNs miss the point: [Link] [Link] [Link]

Whilst its true that 'administering a noxious substance' is an offence, it comes with points to prove, such as intent, that offer a number of possible mitigations or defences for anyone suspected of spiking a drink in a pub. Law directly relevant to drink spiking is needed.
