Several Supreme Court cases such as the 2008 "Heller case" have decided that firearms regularly referred to as "Assault Weapons" are protected as they are considered in common use. Also in the "Bruen" case in 2022 it is further defined. These were not in place in 1994. [Link] [Link]

Per the ATF and other governing bodies, in order for a firearm to be classified as a machine gun, or an assault rifle, it must have select-fire capabilities. The AR-15-style rifle sold to civilians is semi-automatic and does not have the ability to fire in full-auto mode. [Link]
