Luigi Mangione is expected to be charged with first-degree murder once he is extradited to New York. Under New York law, terrorism charges can be brought when an alleged crime is "intended to intimidate or coerce a civilian population… by murder, assassination or kidnapping." [Link]

Federal prosecutors, who also charged those responsible for the J6 attack, did not charge Mangione with terrorism. The state of New York was responsible for the terrorism charge. [Link]

If we're putting community notes on posts like this, community notes become useless. Language is by its nature vague and users seem to be using community notes to insert their own opinions because apparently they refuse to identify themselves and just put it in a comment. [Link]
