This is not a wall. The plane hits an ILS array, a standard piece of equipment to help guide a plane along the x axis of the glideslope. It is not effective unless it is placed at the end of the runway. ILS equipment is vital when landing with limited visibility. [Link] [Link]

NNN the ILS Antenna the Community Note tries to use as a correction for the wall was actually build on a concrete wall, which is what the plane hit, as can be observed in the photos of the crash.

The localizer antenna has to be at the end of the runway, but it doesn't need to be on top of reinforced concrete wall. It was over engineered. [Link]
