Proposed legislation does not ban any kind of transfers, but asks "obliged entities" to implement procedures in order to "identify [...] risks of money laundering and terrorist financing". The EU did not ban any type of crypto transaction. The provision in the PROPOSED legislation is not about "crypto" or "digital-assets". KYC requirement will apply to "occasional transactions in cash of at least EUR 3 000". [Link] p215-217 NEEDS_MORE_RATINGS(7-1-3) Related notes[2]
