The "National Card" is not new, it existed before. It allowed citizens of Ukraine and the Ex-Yugoslavian countries to work in Hungary. Now this was widened to include Russia and Belarus, likely to make building of the Paks II nuclear plant possible (A contract signed in 2014) [Link]
