It was Veerappa Moily-led Congress government in Karnataka that proposed a 6% reservation for Muslims in 1994 but it was the next HD Deve Gowda government in 1995 that gave 4% quota to Muslims after Supreme Court’s cap of 50% on reservations. The 4% quota continues till date. [Link]
