Dave wrote code in the Windows shell to render this graphic dynamically, as the post claims. However, this feature never made it to the release version of Windows NT4. It shipped in the NT SUR (Shell Update Release) but not in NT 4.0 or subsequent operating systems releases. [Link]

NNN. The note states that this is released after the election. Which is true. However, Joe Biden will still be the president of the USA up until next January. So the note is wrong and the meme is correct.
