According to the CRA and the former minister of finance retailers may opt out as long as they can justify implementation is burdensome and they remit the tax. Pepsi Co has also publicly notified retailers it is opting out. Costs of implementation fall on the private sector. [Link] [Link]

This is political speech produced by a campaign. It is incumbent on voters to do the homework on their candidates. Campaigns expected to portray opponents negatively so being misled is more the fault of uninformed voters. It would be nice if sources were cited in the video.
