The archbishop in question is and was back then archbishop no more. He was in fact excommunicated from the Catholic Church. So the letter to all American Catholics was NOT written by the Archbishop, in fact not even by someone affiliated with the Catholic Church anymore. [Link]

I believe President Trump is referring to the amount of money each NATO country spends on their own military; at least 2% of their GDP. The US is well over that. He's doesn't mean the common costs. Those are carried and divided in a different manor. [Link] [Link]
