NTSB does not release manifests. Releasing manifest data is the responsibility of the air carrier and the local emergency services who manage the crash site. This was addressed directly by NTSB spokesman as well as in NTSB governance documents as noted in link below. [Link] [Link]

The initial exemption was for emergency food programs and military aid to Israel AND EGYPT. Further, SecState agreed to temporarily keep spending money on humanitarian programs that provide life-saving medicine, medical services, food, shelter and subsistence assistance. [Link]
