NNN - The post is correct, those are not targets. Any terrorists are the target. If a building is occupied by terrorists the terrorists remain the target. All practicable steps should be taken to minimise the effects on both civilians and protected buildings. [Link]

The OP correctly claims that civilians etc can't be deliberately targeted, but also suggests they must be protected at all times. This is not the case. Civilian casualties may be a consequence of a legitimate military strike. [Link]
