Though this post is incorrect as it was not FEMA witholding money but in fact MasTec, there is a FEMA link in that MasTec was withholding per diem pay which comes from FEMA but this was not a holdup on FEMAs end. [Link] NEEDS_MORE_RATINGS(65-3-90) Author
