Though this post is incorrect as it was not FEMA witholding money but in fact MasTec, there is a FEMA link in that MasTec was withholding per diem pay which comes from FEMA but this was not a holdup on FEMAs end. [Link]

Very few US States allow unfettered access for non motorized vehicles on freeways for the obvious reasons shown though, incredibly, it is legal in some places. [Link]
