NNN OP never claimed the tax only applied to US flagged ships, only that it applied to Americans (who do happen to be the #1 nationality visiting Mexico by far) and will thus be paying the majority of this tax.

NNN. Around 3/4 yearly visitors on cruse ships to Mexico are American. The US is right next to Mexico. Most of the cruses start in the US. [Link] [Link]

The use of the term “tariff” is inaccurate and misleading. Tariffs are applied to goods. [Link] This is an entry fee, similar to the $25 fee already required for visitors arriving by air for the FMM permit and usually included in the ticket price. [Link]
