NNN OP never claimed the tax only applied to US flagged ships, only that it applied to Americans (who do happen to be the #1 nationality visiting Mexico by far) and will thus be paying the majority of this tax.

NNN- OP is correct, the government failed in its primary duty. If the bollards were necessary to replace (at great expense to the taxpayers I'm sure) there should have been a temporary, sturdy protective barrier in place.
